The role provides guidance on a broad range of labour relations and human resources matters, including but not limited to the application of collective agreements, grievance management, workplace investigations, policy administration, performance management, attendance management, and conflict resolution. Working closely with leaders within the Montreal Flight Information Region (FIR), the incumbent fosters strong labour-management relationships, supports constructive union collaboration, and provides sound advice. As a successful candidate, you thrive in a fast-paced and challenging environment, are strong in influencing and mentoring others and can gain trust and build strong relationships with leaders, unions, and employees. Confident in providing labour relations and human resources guidance, including navigating complex workplace situations and having difficult conversations. You are efficient in your work with great time management skills. You are tactical, use good judgement and are ok with not having all the answers and coming to solutions together. In this role you will: Partner with the HR Business Partner to assist the Montreal FIR to meet its strategic goals and objectives through management and enhancement of existing HR programs and practices, and implementation of new programs and procedures that reflect best practices, legislative requirements and NAV CANADA’s corporate culture; Participate in corporate and regional projects or initiatives that have significant impact on organizational policies and change within the region; Supports the L1 manager and below on proper and consistent application applicable policy/programs and collective agreements. Builds and maintains a relationship with cross-functional teams, management, unions, and stakeholders, to foster and support coordination of objectives. Participates on projects with HR or cross-functional teams; Fosters strong labour-management relationships and supports constructive collaboration with union representatives to resolve workplace issues effectively; Support the HRBP on proper and consistent application of corporate policies and practices; Interpret applicable policies, programs and complex collective agreements related to organization restructures, staffing policies, procedures and processes; Participate in complaint stage discussions with employees and union partners aimed at resolving employee and union concerns; Conduct and lead low-complexity investigations while supporting broader investigative processes. Provides guidance on workplace conflict to managers. Provide research and recommendations to assist HRBP with investigations and resolution of employee relations matters. Perform research and analysis using internal and external resources to assist management and inform recommendations on programs, processes, and practices. Partner with the Centres of Excellence (CoEs) to enhance services and initiatives involving Disability Management, Leadership and Development, Total Rewards, Legislated Programs, Talent, Organizational Effectiveness and Workforce Planning. Interpret and apply employment legislation (e.g., Canada Labour Code, Canadian Human Rights Act,) to ensure compliance and provide sound guidance. Maintain a network of internal and external contacts to stay current on industry trends, labour market developments, legislation, and HR best practices. Represent NAV CANADA at external networking events, associations, and career fairs to promote the organization’s brand. What you bring: Bachelor’s degree or equivalent in Human Resource or a related field, or professional Human Resources certification 3 to 5 years experience in a similar role Bilingualism in French and English, orally and in writing Experience in performing investigations and report writing Experience in a unionized environment Thorough understanding of Labour Relations and legislative requirements Thorough understanding of HR best practices and strategic programs HR systems experience, such as Workday Experienced MS Office User (Word, Excel, Sharepoint, One Note) How others describe you: You build strong, trust-based relationships with a wide range of stakeholders You demonstrate a high level of professional judgement, discretion, and integrity You effectively coach managers and employees through complex and sensitive situations You confidently apply HR expertise across policies, programs, and processes You bring strong analytical thinking and sound problem-solving skills You are a credible advisor with proven internal consulting capability You remain composed, resilient, and solution-focused when navigating conflict, competing perspectives, and high-pressure employee relations matters Working Conditions: This position is a hybrid position with a minimum of 4 days per week on site Occasional travel required NAV CANADA is committed to building a skilled, diverse workforce reflective of Canadian society.
