Overview Supervisor, Recoveries Human Services - Social Development, Planning and Partnerships Status: Regular Full Time Salary Range: Non Union, Salary Band I Hiring Range: $105,754 per annum to $118,974 per annum (plus comprehensive benefits) Work Mode: Hybrid; 2 Onsite days per week which can increase based on operational needs *see below for more details about this work mode. Location: 10 Peel Centre Drive, Brampton ON Hours of work: 35 Hours per week Who we are: The Program Funding Support team provides funding related support for the Early Years and Child Care, Housing and Ontario Works programs. These supports include the recovery of subsidy overpayment's for former clients, payment management and processing, eligibility reviews and fraud investigations, and appeals adjudication/tribunal representation.​​​​​​​​​​​​​​​​ The Recovery Unit focus within Program Funding Support is to ensure that all revenues owed to Human Services are diligently pursued and that all revenue received is recorded and reported accurately. Accurate reporting ensures that the Form 5 information (used to bill the province) is correct. Revenue recovered helps to off-set the cost of program service delivery. The focus of the Recovery Team is to support the Ontario Works (OW) program, Early Years and Child Care (EYCC) program and Peel Housing Corporation (PHC) in the Region of Peel. This team ensures that all revenues owed by former clients and tenants are correctly identified, diligently pursued, collected, deposited, tracked and reported. The income recovered and reported by the Recovery Team help to offset the cost of social assistance to the Region. Reporting to: Manager, Program Funding Support Team Structure: In this role you will Supervise a team of unionized employees consisting of 7 Financial Recovery Coordinators (FRCs). What you will do in this role: Supervise employees through a variety of activities including hiring, coaching, motivating, developing job objectives, disciplining, managing performance, assigning and delegating work and ensuring quality and service standards are met. Supervise the Financial Recovery Coordinators who ensure Human Services collection practices adhere to legislative requirements through policy and established practices. Supervise the activities related to the collection, analysis and evaluation of data in order to maximize revenues for the Human Services Department. Supervise a complex portfolio with the ability to balance competing interests and priorities of clients from different program areas within Human Services. Ensure that work activity aligns with departmental priorities in relation to the Human Services Plan and the overall departmental direction. Authorize weekly deposits as well as addresses overpayment internal appeals. Accountable for maintaining security profiles and assigning appropriate profiles to authorized staff in relevant financial systems the recovery staff database; and ensures the integrity of both systems. Resolve escalated client issues that staff are not able to deal with. Respond to elected official inquiries. Authorize bankruptcy-related documents on behalf of the Region of Peel. Refer terminated client files to a private collection agency to retrieve amounts owing to the Region of Peel; responsible for managing the inventory of client information; liaise with the Collection agency on client issues. Authorize staff to consult with Corporate Legal Representatives when contentious issues arise regarding legal assignments and direction on policy and legislation. Effectively controls and manages the collection of revenue exceeding $3-4 million annually. Respond to financial related questions posed by the Internal and External Auditors. Assist the Manager by projecting and/or identifying trends and risks through statistical analysis. Provide regular reporting on monthly collection activities across relevant Human Services program areas. Provide input to the Manager on the operational budget for the Recoveries Unit. Maintain a thorough knowledge of related programs and computer systems pertaining to human services. Support the service delivery requirements and complies with regulation requirements as identified but not limited to the following Acts: Ontario Works, Housing Services Act, Child Care and Early Years Act (CCEYA), Ontario Disability Support Program, Municipal Freedom of Information and Protection of Privacy, Child and Family Services, Residential Tenancy and Bankruptcy Law. Liaise with third parties such as Service Canada, Trustees, Lawyers, Insurance Companies, Ontario Disability Support Program, the Family Responsibility Office, other Municipalities, Elected Officials and Regional Council. Understand provincial programs and policies as well as departmental policies, objectives and strategic plans in the context of corporate wide objectives. Develop and implements processes in line with the Corporate Process Management and Improvement Methodology. Promote a client-centered and service-oriented culture which supports teamwork and integration and models the Regional values. Develop relationships with all divisions in the department; participates in cross functional initiatives What the role requires: Post secondary education in Human Services or related field, finance or public administration or an equivalent combination of education and experience. Five (5) years of related work experience Demonstrated formal leadership experience and skills (minimum 2 years preferred) and an understanding of leading within a unionized environment. Working knowledge of legislation that directs and supports the delivery of Human Services programs and services such as the Ontario Works Act, the Ontario Disability Support Program Act, the Bankruptcy Act, the Housing Services Act, the Child Care and Early Years Act (CCEYA), the Municipal Freedom of Information and Protection of Privacy Act, the Child and Family Services Act and the Residential Tenancy Act. Working knowledge of systems used to support the delivery of Human Services programs and services such as SAMs, OCCMS, CSPay, CMS, , HTI, PowerBI and Microsoft Office. Knowledge of social assistance programs, social services, municipal government, provincial government, and community resources and services Knowledge of acts, programs and policies relating to WSIB, OSAP, Service Canada (CPP, OAS and EI), immigration and sponsorship, bankruptcy, Family Responsibility Office, collections and portability process requirements. Skills/Abilities: Effective time management skills and the ability to meet deadlines and manage multiple priorities. Proven organizational skills with an emphasis on being detailed-oriented. Political awareness, sufficient to identify and respond to situations using tact and diplomacy to understand the various parties and stakeholders involved in decision making processes, and to anticipate their likely reaction to statements, proposals, recommendations and situations. Possess strong research, analytical, problem solving and quantitative skills, necessary to gather and analyze data. A demonstrated commitment to high-quality work, and the ability to proactively identify issues, evaluate options, and implement practical solutions. Interpersonal skills to liaise internal and external stakeholders in a sensitive and effective manner. Sound judgment and critical thinking skills. Experience in applying change management principles and methodologies with an in-depth understanding of change management and the ability to lead, manage and support change. Strong customer service skills. Working knowledge of Corporate Process Management and Improvement Methodology. Short and long term planning skills and ability to execute plans as it relates to revenue collection, risk management and budgetary management.
